Now the president oft <a href=\"https:\/\/unfccc.int\/cop30\/about-cop30\" target=\"_blank\" rel=\"noopener\">his year\u2019s summit in Bel\u00e9m<\/a>, Brazil, says that system is moving too slowly for a world already living through <a href=\"https:\/\/wmo.int\/news\/media-centre\/wmo-confirms-2024-warmest-year-record-about-155degc-above-pre-industrial-level\" target=\"_blank\" rel=\"noopener\">record heat<\/a>.<\/p>\n\n\n\n<p>Andr\u00e9 Corr\u00eaa do Lago, the Brazilian diplomat who led COP30, argues that the world can no longer wait for every country to sign off on every step. Every decision must be approved by all 195 parties, a rule meant to protect smaller and poorer nations that fear being pushed aside by bigger powers.<\/p>\n\n\n\n<p>But that same rule has become a brake on action, Corr\u00eaa do Lago says, because a single country can hold up an entire text or a small group can repeat long\u2011standing positions. This slow pace is colliding with a climate reality in which 2024 became the <a href=\"https:\/\/www.nasa.gov\/news-release\/temperatures-rising-nasa-confirms-2024-warmest-year-on-record\/\" target=\"_blank\" rel=\"noopener\">warmest year on record<\/a> and families are facing burned hillsides, flooded neighborhoods, and higher electric bills as heat waves drag on.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A roadmap blocked inside the talks<\/strong><\/h2>\n\n\n\n<p>The clearest example of this tension at COP30 was a proposed \u201croadmap\u201d to move the world away from coal, oil, and gas. More than 80 countries, led by the European Union and including <a href=\"https:\/\/www.aosis.org\/\" target=\"_blank\" rel=\"noopener\">vulnerable island states<\/a>, wanted a shared plan to track how fast nations are cutting their reliance on fossil fuels.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The Climate Cost - Mauritius Fishermen\" width=\"1200\" height=\"675\" src=\"https:\/\/www.youtube.com\/embed\/uSw8lisFJIM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><figcaption class=\"wp-element-caption\">@aosismedia.<\/figcaption><\/figure>\n\n\n\n<p>Oil and gas producers such as Saudi Arabia and Russia, joined by large emerging economies including China and India, opposed the idea and pushed back hard. Brazilian officials say more than 35 countries warned they would collapse the talks if the roadmap appeared in the final decision, which meant the plan was dropped from the <a href=\"https:\/\/unfccc.int\/cop30\/belem-political-package\" target=\"_blank\" rel=\"noopener\">Bel\u00e9m Package<\/a> despite strong backing from many others.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Brazil\u2019s plan to work around the deadlock<\/strong><\/h2>\n\n\n\n<p>Faced with that wall of resistance, Corr\u00eaa do Lago says the answer is not to abandon the COP system, but to stop expecting it to do everything. They sit within what the UN calls the \u201c<a href=\"https:\/\/unfccc.int\/climate-action\/events\/about-the-marrakech-partnership\" target=\"_blank\" rel=\"noopener\">action agenda<\/a>,\u201d a side process for voluntary alliances that agree on concrete goals, from electric buses in big cities to methane cuts in the oil and gas sector.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Money, fairness, and blocked ideas<\/strong><\/h2>\n\n\n\n<p>The same consensus rule has also slowed debate over <a href=\"https:\/\/unfccc.int\/topics\/introduction-to-climate-finance\" target=\"_blank\" rel=\"noopener\">climate finance<\/a>, the money richer countries and institutions provide so poorer nations can cope with damage and invest in cleaner economies. Developing countries argue that they did little to cause the problem but are often hit first and hardest, from crop losses to rising seas.<\/p>\n\n\n\n<p>According to Corr\u00eaa do Lago, even talking about some possible sources of money has been difficult in the official talks, including small taxes on polluting activities or <a href=\"https:\/\/www.undp.org\/future-development\/signals-spotlight-2023\/new-wave-debt-swaps-climate-or-nature\" target=\"_blank\" rel=\"noopener\">\u201cdebt for nature\u201d swaps<\/a> where part of a country\u2019s debt is canceled in exchange for protecting ecosystems. COP30 did deliver a pledge to sharply increase money for <a href=\"https:\/\/unfccc.int\/topics\/adaptation-and-resilience\/the-big-picture\/introduction\" target=\"_blank\" rel=\"noopener\">adaptation projects<\/a> such as flood defenses and drought\u2011resistant farming, but many negotiators and experts say the promise still falls short of what vulnerable countries will need in a world that keeps getting hotter.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What this means for future climate summits<\/strong><\/h2>\n\n\n\n<p>The mixed outcome in Bel\u00e9m has left climate diplomacy at a crossroads, with almost every country still backing the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\" target=\"_blank\" rel=\"noopener\">Paris Agreement<\/a> goal of limiting warming while arguing over the pace of change.
