How can renewable power expand without&nbsp;<a href=\"https:\/\/www.ecoticias.com\/en\/oregon-built-a-wind-solar-and-battery-site-for-100000-homes-but-a-10-ounce-endangered-squirrel-still-decides-when-crews-can-dig\/36194\/\">putting wildlife at unnecessary risk<\/a>, particularly near a large bat colony? A separate 2025 court ruling did not settle that question or cancel the project.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Fern Cave matters<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Fern Cave, in Val Verde County, is known for its colony of Mexican free-tailed bats. By eating insects, bats help protect crops, and the U.S. Geological Survey cites research valuing their pest-control services to American agriculture at&nbsp;<a href=\"https:\/\/www.usgs.gov\/faqs\/why-are-bats-important\" target=\"_blank\" rel=\"noopener\">more than $3.7 billion annually<\/a>. That national estimate is not a dollar value assigned to Fern Cave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a large colony does not automatically reveal how many bats a particular wind farm might kill. Researchers recommend surveying roosts, feeding areas and migration routes before choosing sites, highlighting a basic planning issue. Protecting a cave does not automatically protect the places its residents fly to find food.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the Blue Hills plans included<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Spanish renewable-energy developer Greenalia announced plans for 46 turbines in November 2022, describing the Texas site as having substantial wind resources. The company presented Blue Hills as part of its U.S. expansion and its contribution to tackling climate change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Devils River Conservancy\u2019s April 2025 account, initial plans included some turbines reaching 700 feet tall. The group raised concerns about wildlife,&nbsp;<a href=\"https:\/\/www.ecoticias.com\/en\/a-portland-power-project-could-remove-376-trees-from-forest-park-and-the-deal-meant-to-save-the-grid-has-split-conservation-groups\/36237\/\">landscape disturbance<\/a>&nbsp;and the region\u2019s cultural resources, while The Nature Conservancy also opposed the location.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.nature.org\/en-us\/newsroom\/proposed-greenalia-wind-farm\/\" target=\"_blank\" rel=\"noopener\">The Nature Conservancy\u2019s February 2023 statement<\/a>&nbsp;identified protected species and bird and butterfly migration pathways in the wider watersheds. Those concerns extend beyond bats, but they are not proof that every species would face the same danger from turbine blades.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Two lawsuits with different questions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Blue Hills began under GH America Energy, a Chinese-owned company. Texas\u2019 2021 Lone Star Infrastructure Protection Act restricted agreements granting certain foreign-owned businesses direct or remote access to critical infrastructure, including the electricity grid. Ward-Walker Seven Oaks Ranch and Cole Ranch alleged violations of the infrastructure law and ERCOT\u2019s duties toward them. Those were allegations, not findings established by the announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A separate contract lawsuit later pitted GH America against Greenalia\u2019s Blue Hills company over efforts to secure a grid-connection agreement. On March 26, 2025, U.S. District Judge Andrew L. Carter Jr.&nbsp;<a href=\"https:\/\/law.justia.com\/cases\/federal\/district-courts\/new-york\/nysdce\/1%3A2024cv05645\/625437\/47\/\" target=\"_blank\" rel=\"noopener\">dismissed that case<\/a>&nbsp;because his federal court lacked jurisdiction, also citing contract terms requiring disputes to be heard in Texas. The ruling did not order the wind farm canceled.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A practical way to reduce bat deaths<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Can operators&nbsp;<a href=\"https:\/\/www.ecoticias.com\/en\/scientists-painted-one-blade-black-on-wind-turbines-on-a-norwegian-island-and-watched-what-happened-to-white-tailed-eagles-turning-an-almost-ridiculously-simple-visual-change-into-an-experiment-with\/36067\/\">reduce wildlife risks<\/a>&nbsp;without abandoning wind energy? One option is \u201ccurtailment,\u201d which keeps turbine blades from spinning during selected low-wind periods. A&nbsp;<a href=\"https:\/\/www.usgs.gov\/publications\/a-decade-curtailment-studies-demonstrates-a-consistent-and-effective-strategy-reduce\" target=\"_blank\" rel=\"noopener\">2024 analysis of six North American wind facilities<\/a>&nbsp;estimated that a startup threshold of about 11 miles per hour reduced bat fatalities by 62% on average.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That result is not a forecast for Blue Hills or Fern Cave\u2019s bats. The study\u2019s species-specific analysis concerned three tree-roosting bat species, and results varied between years. Operational changes can help, but they do not replace examining the proposed location.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Better siting comes before spinning blades<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Nature Conservancy says it supports expanding&nbsp;<a href=\"https:\/\/www.ecoticias.com\/en\/workers-built-an-arizona-solar-farm-to-generate-electricity-beneath-the-desert-sun-but-tiny-burrowing-owls-moved-into-the-landscape-and-turned-part-of-the-energy-project-into-an-unexpected-nursery-fo\/35959\/\">low-impact renewable energy<\/a>, while urging Greenalia to reconsider Blue Hills.
