That is the promise behind Leonardo DiCaprio’s Blackadore Caye project in Belize, which combines resort development with plans to restore coastal habitats. But the available official documents do not establish that the island has become the completed ecological sanctuary described in some accounts.

DiCaprio and hotelier Jeff Gram bought the roughly 104-acre island (42 hectares) in 2005 for a reported $1.75 million. A decade later, the actor unveiled a proposal to combine tourism with environmental recovery. The distinction between that ambition and a demonstrated result is central to understanding this story.

What was planned for Blackadore Caye

The proposal, called “Blackadore Caye, a Restorative Island,” brought DiCaprio together with Paul Scialla, founder of the real estate and wellness company Delos. It aimed to address erosion, vegetation loss, and damage associated with earlier uses of the island. The original opening target was 2018, a date that should now be read as part of the project’s history.

Plans included renewable energy, homes and hotel accommodations, habitat restoration, and a research station examining climate change and environmental impacts. In practical terms, the proposal tied the resort’s environmental credentials to what happened in the surrounding habitats as well as inside its buildings.

A January 2016 account from Belize’s investment promotion agency described a proposal to develop 41.4% of the island and leave 58.6% untouched as conservation zones. Under that version of the design, more than half the land would have been set aside from development.

Mangroves do more than frame the view

Why put so much attention on coastal trees? Mangrove roots slow moving water, trap sediment, and help reduce shoreline erosion from waves and tides. Their tangled underwater spaces also provide food and shelter for fish and other organisms, according to the National Oceanic and Atmospheric Administration (NOAA).

There is a climate benefit, too. NOAA explains that mangroves and salt marshes can store three to five times more carbon per acre than tropical forests, much of it in the soil. That helps explain their conservation value, although it does not tell us how much carbon Blackadore Caye itself stores.

Nearby seagrass habitats matter as well, supporting marine life, stabilizing sediment, and helping keep coastal water clear. NOAA identifies coastal development, pollution, and boat propeller damage among their threats. For anyone looking out from a beach chair, the greenery beneath the water can be easy to miss.

Why local fishing guides pushed back

The environmental promises did not produce universal support. Local fishing guides and conservation advocates raised concerns about proposed buildings over the water and access to fishing grounds. The San Pedro Sun documented those objections during the project’s review in 2016.

That November, the conservation organization Bonefish & Tarpon Trust welcomed the developers’ announcement that overwater structures would be removed from the plans. But it also urged them to seek withdrawal of the government approval for those structures. Its concern was that the permission could be used later or encourage similar developments elsewhere.

These objections show why the project cannot be judged only by its energy supply or conservation acreage. For a fishing guide, access to healthy shallow waters is part of the working day. Protecting that habitat and maintaining local livelihoods belong in the same discussion.

What the official record confirms

Belize’s Department of the Environment lists an environmental impact assessment originally submitted in December 2015 and resubmitted in July 2016 as approved, with an environmental compliance plan signed. That establishes a regulatory milestone. It does not, by itself, demonstrate that construction or ecological restoration was completed.

The developer’s website also describes expected benefits in future terms. “When complete we believe there will be significantly more habitat for fish, birds and other flora and fauna,” it states. That is an expression of anticipated improvement, without accompanying results that establish the recovery claimed.

The real test is what recovers

What would make the restoration claim convincing? Useful evidence would include changes in shoreline erosion, the survival of replanted mangroves, seagrass condition, and wildlife populations measured over time. Comparing those observations with conditions before the work would help show whether the ecosystem was improving.

For readers assessing an environmental tourism claim, those measurements offer a more useful starting point than attractive renderings. Renewable electricity and careful waste management can be worthwhile, but the separate question here is whether habitats recover as promised. That question remains open in the official material reviewed.

The island’s future deserves attention because both coastal habitats and the people who depend on them have a stake in the outcome. The revised environmental impact assessment was published on the Belize Department of the Environment website.

Image (rendering): Blackadore Caye / Restorative Islands

Can a luxury vacation help bring a damaged island back to life?
