The $300 direct payment proposals face uncertain futures, but demonstrate some states’ interest in taking action to provide financial relief independent of further federal stimulus legislation which remains unlikely. The state-level stimulus debates highlight concerns over the pace of recovery among lower-income households.
States that have stated about the $300 direct stimulus payments in 2024
A number of states have proposed or are considering $300 direct stimulus payments to residents in 2024. Here’s a look at the plans in key states:
California
Governor Gavin Newsom has proposed $300 rebate checks for each California taxpayer and dependent. The rebates would cost an estimated $9 billion and be part of the state’s budget surplus. Newsom aims to get the payments approved as part of the 2023-2024 budget which takes effect July 1, 2024.
New York
New York Governor Kathy Hochul has also called for $300 payments to middle-class taxpayers. The payments would go to single filers making under $75,000 and couples earning under $150,000. Hochul’s plan would cost $1 billion and she is pushing for the payments to go out in summer 2024.
Hawaii
Hawaii Governor Josh Green is seeking approval for $300 refunds which would go to taxpayers earning under $100,000 a year or couples earning under $200,000. The rebates would cost an estimated $230 million with the goal of issuing payments in late 2024.
Minnesota
Minnesota lawmakers have proposed using $3.2 billion of the state’s budget surplus for $300 rebate checks to residents. The payments would go to individual filers with an income under $167,000 and couples earning under $334,000. The legislative session runs through May 2024, so final approval may not come until late spring.
Pennsylvania
In Pennsylvania, Governor Josh Shapiro has called for sending $2,000 payments to households making under $100,000. The payments would be delivered in multiple checks of around $300 each. Shapiro is negotiating with the Republican-led legislature on the relief package with the goal of approving payments by summer 2024.
Most states proposing the stimulus payments have set maximum income limits to qualify. For example, in California, individuals earning up to $75,000 per year and couples earning up to $150,000 per year would receive the full $300 payment. The payments phase out above those income levels.
Other states are considering similar income caps, usually around $75,000 for individuals and $150,000 for married couples. The income limits aim to target the payments to middle and lower-income residents who are more likely to immediately spend the money to stimulate the economy. Wealthier households would not qualify.
